The Strategy

A key aspect of TCO’s Kazakhstani Content development strategy is working with current and potential suppliers so that they understand the international quality and safety standards they must meet to do business with the oil and gas industry.

The continued development of a Kazakhstani market for goods and services that meets high international standards is a cornerstone of the company’s sustainable development strategy – and creates significant benefit for Kazakhstan.

TCO believes that if the company is to achieve its Kazakhstani Content objectives, it must generate long-term opportunities for the suppliers of goods and services.

As such, TCO will continue to support the sustainable development of Kazakhstani suppliers, encouraging appropriate investments in infrastructure, Kazakhstani workforce training and the creation of jobs.

TCO also utilizes the O&G industry ALASH database (www.alash-kz.com) to identify prospective suppliers.

TCO's 2020 Contracting and Procurement Plan

In a continuous effort to support the Republic of Kazakhstan legislation on local content, TCO is publishing its contracting and procurement plan for the purchase of goods and services to support its exploration and production activities in the Republic of Kazakhstan.

Publishing the contracting and procurement plan will outline supply opportunities TCO has in different areas of its operations.

Suppliers interested in doing business with TCO shall provide a Supplier Expression of Interest (SEOI) by submitting a SEOI Web Form through the SEOI web tool on the TCO external website.

The information contained in the TCO contracting and procurement plan are an estimate of TCO future requirements. Under no circumstances shall the publishing of these estimated contracting requirements be considered as a commitment from TCO to enter into a formal contracting arrangement as outlined in the plan.

Kazakhstani content development in Future Growth Project - Wellhead Pressure Management Project

In late 2013, a Memorandum of Understanding (MoU) on KC target indicators was signed between the Republic of Kazakhstan (RoK) Government and TCO within the Future Growth Project (FGP). These KC indicators are coordinated jointly by the Expert Group, composed of representatives of government bodies and Kazakhstan businesses. The MoU was also signed with the akimats of Atyrau and Mangistau oblasts. A group of specialists was formed at the FGP-WPMP to identify and develop expedient, sustainable opportunities for attracting Kazakhstani personnel, using Kazakhstani goods and services for the benefit of both the project and the citizens of the Republic of Kazakhstan.
