When it comes to local content, measuring our performance is important to track our success. Calculation and reporting of Kazakhstani content spent is one of the legal requirements for TCO. It’s in our best interests to ensure that TCO suppliers are familiar with methodology of KC calculation. On a quarterly basis we conduct relevant training for our Business Partners that cover certain aspects of Subsoil Use Code and governmental decrees, which govern the calculation of local content, basic concepts and definitions, and examples of calculating KC in goods and services spent. Please note that this training is dedicated to TCO’s current suppliers and contractors only.
On November 28, Tengizchevroil (TCO) hosted the 2025 Contractor Health, Environment, and Safety Management (CHESM) Forum for business partners. The company emphasized the importance of joint accountability, transparency, and the adoption of best practices to ensure every employee’s safety and support sustainable business growth.
TCO CHESM Process (Contractor Health, Environment, Safety Management) was implemented to enhance oversight and collaboration with Business Partner companies. The process aims to clearly define roles and responsibilities, ensure active engagement of Business Partners and provide a consistent CHESM program to help eliminate health, environment and safety incidents. Moreover, workplace inspections are carried out for existing Business Partners. The inspections verify compliance with occupational safety requirements under RoK Law and TCO’s internal regulations.
Stephen Conner, Operations General Manager, highlighted the vital role of partnership, integrity, and accountability in realizing TCO’s vision: The CHESM Process is critical to continuously monitoring safety at all TCO facilities where multiple contracting companies are working simultaneously. All risk data on the necessity of process improvement, manual updates and many other aspects are consolidated into a single database to track safety progress.

The forum encouraged everyone to demonstrate six operational discipline behaviors (OD6), fostering ownership, continuous improvement, and the sharing of best practices to strengthen safety and performance. During breakout sessions, leading partners shared innovative approaches, practical solutions, and lessons learned in managing these activities, reaffirming a shared commitment to safety and continuous improvement.
“TCO wants to work with Business Partners who understand they have joint accountability, are committed to having a strong safety culture, are empowered and focused on work planning to execution, and have strong visible leadership that tirelessly works at preventing serious injuries and fatalities,” emphasized Graeme Mackellar, OE/HSE Superintendent.

The 2025 CHESM Forum served as a platform to strengthen collaboration between TCO and its Business Partners by promoting a shared commitment to protecting people and the environment, fostering honesty, respect, and accountability in every operation. The event underscores that true partnership means embracing common values across companies, countries, and cultures, and provides an opportunity to demonstrate these principles in action through open dialogue and cooperation.
