When it comes to local content, measuring our performance is important to track our success. Calculation and reporting of Kazakhstani content spent is one of the legal requirements for TCO. It’s in our best interests to ensure that TCO suppliers are familiar with methodology of KC calculation. On a quarterly basis we conduct relevant training for our Business Partners that cover certain aspects of Subsoil Use Code and governmental decrees, which govern the calculation of local content, basic concepts and definitions, and examples of calculating KC in goods and services spent. Please note that this training is dedicated to TCO’s current suppliers and contractors only.
In the city of Kulsary, the fifth cohort of the 2026 “Tandau” project has been completed, with 28 more residents of the Zhylyoi district receiving funding to implement their business ideas. The project, implemented by the Eurasia Foundation of Central Asia (EFCA), aims to support local initiatives and help residents bring their plans to life. The initiative was launched with funding from Tengizchevroil LLP (TCO) as part of the Zhylyoi District development program to promote the growth of small and medium-sized businesses.
A total of 136 applications were submitted for the fifth cohort of the “Tandau” project in 2026, of which 60 participants advanced to the semi-finals. Semi-finalists completed four business accelerator training modules covering strategic planning, financial planning, marketing, and public speaking. Forty-four participants successfully defended their projects before the selection committee. The evaluation was conducted with the participation of representatives from TCO, EFCA, and experienced business experts.

Gulnafis Aishuakova, Deputy Akim of Zhylyoi district, highlighted that Tandau project is in demand among residents and has proven its effectiveness.
- “Tandau” provides great opportunities for Zhylyoi residents, because one of the key results of the project was provision of support and involvement of vulnerable groups of the population, including large families and youth. We wish the participants success in business, shared Gulnafis Aishuakova.
Among the winners of the fifth 2026 cohort are representatives of key target groups, including 16 large families, 12 young entrepreneurs under the age of 35, 2 citizens without permanent employment, and 3 women raising children on their own. The supported business ideas span a wide range of sectors, including agriculture, dairy production, educational centers, car services, confectionery, fitness, spa services, acupressure centers, sewer system cleaning, car washes, printing services, garment production, catering, as well as grocery and clothing retail.

According to Kuanyshkerei Mukhtarov, Deputy General Director of Tengizchevroil, the program has proven its resilience and has demonstrated consistent results since its launch in 2023.
“As a socially responsible company, Tengizchevroil continuously supports the social development of the Zhylyoi district, where our employees and their families live. ‘Tandau’ provides aspiring entrepreneurs with a unique opportunity to start their own businesses. We believe that the joint efforts of TCO and the Zhylyoi District Akimat will make a significant contribution to the development of a sustainable local economy,” said Kuanyshkerei Mukhtarov.
According to the results for 2025–2026, a total of 209 people expressed interest in participating in the project. Of these, 102 participants advanced to the semi-finals, and 64 completed the training. As a result, 40 winners received financial support to develop their businesses.
A winner of the fourth cohort, Mukhtar Rzabai, shared his experience:
“I learned about the ‘Tandau’ project from friends and decided to apply. I made it to the semi-finals and participated in four weeks of training. During this time, I gained valuable knowledge and practical recommendations. The training in finance and marketing was especially useful, and I was able to apply it directly to my business. Thanks to the project, I expanded my network, learned how to build strategy and planning, deepen my marketing knowledge, and manage finances more effectively. Before participating in the project, we did not have cutting and gluing equipment, so we had to outsource production and pay for processing. After winning the project and receiving the necessary equipment, the number of clients increased significantly. In addition, productivity and financial performance doubled. Today, my team consists of 5 employees. In the future, I plan to expand the team and purchase additional equipment, which will allow us to increase production capacity and accept orders from other cities.”

The “Tandau” project was launched in 2023 and is aimed at supporting and developing small and medium-sized businesses in the Zhylyoi district. Participants receive the opportunity to purchase equipment necessary to start or expand their business through interest-free loans with a 5-year repayment period.
The uniqueness of the project lies in its sustainable model, where repaid funds are reinvested into new business initiatives. This creates a long-term driver for the development of small and medium-sized enterprises. The project contributes to improving the quality of life of local residents and positively impacts community development. “Tandau” is becoming an important tool for community growth, helping residents of the Zhylyoi district turn their ideas into reality.
