Tengizchevroil LLP (TCO) participated in the Oil and Gas Mechanical Engineering Forum and Operators’ Open House organized by the International Center for Oil and Gas Machinery Development (IMBC) in partnership with the Ministry of Energy of the Republic of Kazakhstan.

The event brought together representatives of government agencies, oil and gas operators, domestic manufacturers, service providers, and industry organizations to discuss the future development of Kazakhstan’s oil and gas mechanical engineering sector, strengthen the country’s manufacturing capacity, and expand opportunities for Kazakhstani companies to participate in major oil and gas projects.

The program included plenary sessions, meetings between operators and current and potential suppliers, as well as an Open House event where participants learned about upcoming procurement opportunities and supplier requirements for the country’s largest oil and gas projects.

Prior to the forum, representatives of government agencies, IMBC, and oil and gas operators visited several industrial enterprises in the West Kazakhstan Region. During these visits, participants reviewed the manufacturing capabilities of regional companies and discussed opportunities to increase localization, expand cooperation, and develop new industries supporting Kazakhstan’s oil and gas sector.

“The contribution of IMBC to the development of oil and gas machinery manufacturing deserves special recognition. Over its five years of operation, the center has become an important link between major operators and Kazakhstani enterprises, supporting the localization of production and expanding the participation of domestic companies in oil and gas projects. To further support local content development efforts, and as part of the approved five-year development program, the Ministry has signed a memorandum on continued cooperation to enhance local content in goods, works, and services under the Tengiz Project,” said Yerlan Akbarov, Vice Minister of Energy of the Republic of Kazakhstan.

Since its establishment, TCO's spending on Kazakhstani suppliers has exceeded US$53.3 billion. During the first eight months of 2026, TCO procured goods, works, and services worth approximately US$1.5 billion, of which US$1.1 billion, or 72%, was awarded to Kazakhstani suppliers. The highest level of local content was achieved in the categories of works and services, where the share of Kazakhstani content reached 86% and 92%, respectively. In addition, in 2025 TCO achieved a strong local content performance of 71%, driven by increased procurement volumes from domestic manufacturers and suppliers.

Speaking at the forum, TCO General Director Billy Lacobie highlighted the importance of developing local manufacturers to support the long-term sustainable growth of Kazakhstan’s oil and gas industry.

“The development of Kazakhstani suppliers and manufacturers remains one of TCO’s key priorities and an important part of our commitment to creating long-term value for Kazakhstan. Over the years, local companies have significantly strengthened their production capabilities, improved the quality of their products and services, and expanded their expertise in line with international industry standards. We continue to see more examples of Kazakhstani businesses successfully participating in major oil and gas projects, manufacturing new products, providing specialized services, and becoming reliable partners not only for TCO but for the broader industry,” said Billy Lacobie.

The West Kazakhstan Region remains an important source of suppliers for TCO. The company collaborates with regional enterprises across various categories, including oil and gas equipment, chemical products, thermal insulation materials, personal protective equipment, and specialized services.

As part of TCO’s Kazakhstan Content Development Strategy for 2025-2029, agreed with the Ministry of Energy of the Republic of Kazakhstan, an interregional visit to the West Kazakhstan Region was organized in the first half of 2026. The initiative aimed to strengthen cooperation with regional authorities, assess the capabilities of local manufacturers, and explore opportunities for their further participation in TCO’s operations.

During the visit, TCO representatives met with regional leadership and business community representatives, visited 17 manufacturing facilities, and reviewed products and services offered by Kazakhstani companies serving the oil and gas industry.

Over the past three years, TCO’s total procurement of goods, works, and services from companies based in the West Kazakhstan Region amounted to approximately US$184 million. In addition, companies from the region actively participated in the execution of the Future Growth Project and Wellhead Pressure Management Project at Tengiz. The total value of contracts awarded to West Kazakhstan-based enterprises under these projects reached US$118 million.

In 2025, TCO also conducted interregional working visits to Shymkent and the Abai, East Kazakhstan, and Mangystau regions.

The Forum and Operators’ Open House once again demonstrated the importance of close collaboration among government, oil and gas operators, and domestic manufacturers in advancing Kazakhstan’s industrial development and creating new opportunities for local businesses.
